The Union Cabinet approved a ₹10,000 crore Container Manufacturing Promotion Scheme aimed at scaling India’s domestic container production nearly tenfold to 0.75 million twenty-foot equivalent units (TEUs) annually by fiscal year 2040 to reduce import reliance.

The scheme provides ₹8,891 crore for operational expenditure assistance to bridge costs of domestically manufactured containers compared to imports, ₹859 crore for interest subvention offering 3% per annum on eligible term loans for new and expanding manufacturing capacities, and ₹150 crore to develop testing and certification infrastructure.

India currently imports nearly 2 million containers annually with limited domestic manufacturing capacity. China dominates global container production with a 95% share. The scheme targets capturing 15-20% of global container manufacturing in future years.

Production scale-up requires specialized Carten steel, which several Indian steelmakers like JSW, Tata Steel, and SAIL can produce. The initiative is expected to generate around 3,000 direct jobs and more than 50,000 indirect jobs in related sectors such as steel, castings, coatings, and wooden components.

The government aims to establish a competitive domestic manufacturing base and position India as a global export hub for shipping containers, addressing exporter challenges related to container shortages due to global disruptions.
